Like most of these surveys, it doesn't look like they take into account average incomes. If they did, it's pretty clear Zürich would be lower and London would be higher in that list, and I'm sure many others would be in different positions too.

I don't know, if that was the case Leipzig wouldn't be 156 and Havana 133. I seriously doubt they don't take local average income into consideration to calculate affordability.

Thats not how this survey works.
a) they define a "shopping basket" which details their idea of the standard life of an international expat.
b) they check how much that very same life style costs in different places.

I give a simple example: The reason some Asian cities are really high up in that list is that living in a megacity in Asia is simply a completely different life style. That shopping basket typically includes a medium sized family car. Guess what: those are for good reasons very expensive in some crowded cities. A Merc C200 estate costs you some 200k CHF. That screws up your statistic a lot. Same goes for that global default 100 sqm flat... thats an expensive luxury in places like Hong Kong.

The reason some bizarre African oil towns show up in the list is because everything in that said shopping basket will be imported, heavily taxed and generally hard to come by and therefore expensive.

All in all a useless piece of information but we end up discussing it every year again.
