What exactly does this sender (attached to the element) do? Confused.

It's a spy device that records you when things heat up at home. They build statistics on if you're hot or not and then charge you.

If you want to keep the charges down, keep your clothes on more often.

Well I turn it on for 10 minutes until it is hot and then I turn it off.Then the element stays warm for an hour or so. Is that costing more when I do it like that rather than have it on all day on number 3.(5 is max).

If there's a number on the display this is an estimate of your usage. You can compare day to day by reading this number.
