Dependent Permit for Parent of non EU B permit holder

Hi,

I am a non EU B permit holder and trying to get dependent visa for my father who suffers from health problem and is alone in India. I have made 3 applications so far since Jan 2010 and have not got any reason till date on why the dependent visa is not issued.

I understand that it is very difficult to get a dependent visa for retired parents.

Can some one guide on what should I do? Is there any legal recourse? Or I have to just accept whatever decision I get?

Secondly - Visitor visa of 90 days - is there any limit on how many times a year someone can come to Switzerland in a year? Meaning if my father comes on 90 days visitor visa, goes back after 90 days and immediately applies again for visitor visa of 90 days and so on.... is that allowed?

Can't comment on dependent aspect of parents, but for visitor visa, your father cannot stay for more than 90 days in 180 day period. So an example would be like

Jan-Mar (In Switzerland), Apr-Jun(India), Jul-Sep(In Switzerland), Oct-Dec(India)

But following the above might/will have impact on his status being changed to NRI and related.
