Swiss citizenship: Co-ordinated residence requirement Canton Zürich

Has anyone heard more about this topic as per the following Tagi article published in Dec 2009?:

Is this coming to pass? In some months I'm here 12 years so am beginning to prepare to meet the application criteria under the Ordentliche system (I wasn't born here, didn't go to school here between 10 and 20 and don't have a Swiss spouse).

The article mentions 3 years residence in the community of application suffices at the cantonal level through Zürich. This would potentially overrule for example the current 6 year residence requirement in Zürich city but not of course the overall 12 years in CH or the overall Cantonal residence requirement (remember some cantons require you were all 12 years in the same canton).

This document is the only thing I can find which is specifically about Stadt Zürich - and it still isn't quite clear to me who, besides Swiss citizens, comes under the two year rule as opposed to the six year one. Perhaps it is those with facilitated naturalisation which are the second group of two year candidates.

In the city of Wädenswil ZH, it is 3 years for foreigners for Einbürgerungen.

It's 6 normally. But the last 2 years in the city if you are born in Switzerland and 12 years here (with years counting double between 10 and 20).
Or if your married to a Swiss, 1 year in the city out of 5 in CH with at least 3 years married to a Swiss.

If you're not born in CH but between ages 16 and 25 , have been 12 years in CH with 5 years of school attendance at middle/Volksschule/Berufschule level then you need only be 2 years in Canton Zurich.

@longbyt thanks just wondered if anyone has heard if the regime in the article is coming into force? Is it the subject of an upcoming referendum?

Interesting that bit as for the simplified naturalisation everything is handled at the state level and not the canton level. They are only asked to confirm your address. But I guess they take 12 months to reply...

It says for example if a foreigner is in a registered partnership or married for 3 years to a Swiss who themselves became a citizen after birth then the receive some admin bonuses too. 'twas news to me at least. Namely if you could only need to be 5 years in Switzerland (not 12) and only the last year in the Commune of applicaton. In addition if applying at the same time as your registered partner/spouse only one of you needs to be 12 years in CH, and both must just meet the Cantonal and Communal residence requirements as follows: (my bold highlights)

«Bonus für verheiratete oder in eingetragener Part-nerschaft lebende Personen»
Stellen verheiratete oder in eingetragener Partnerschaft lebende Personen gemeinsam ein Einbürgerungsgesuch, so muss nur eine die Bundesfrist erfüllen. Für die andere genügt es, wenn sie
 während insgesamt 5 Jahren in der Schweiz gewohnt hat, wovon 1 Jahr unmittelbar vor der Gesuchstellung und
 während mindestens drei Jahren in ehelicher Gemein-schaft oder in eingetragener Partnerschaft lebt.

Von diesem Bonus profitieren auch verheiratete oder in eingetragener Partnerschaft lebende Personen, deren Partnerin oder Partner bereits allein eingebürgert worden ist.


I also like the process description: 4 controls/checks and 4 decisions by the various authorities as Commune, Canton and Federal level.
