FBI Criminal Record - Used for what?

Question regarding the need for a US citizen to provide FBI Criminal History Report:

Is this used to acquire the B work permit visa or to register with the Geneva canton for resident permit?

Does anyone know if non-charged, non-convicted misdemeanor arrests show up on this report and if they do, what are the implications pertaining to acquiring either one of these permits?

I can't speak for the implications with respect to the Geneva authorities, but the FBI Criminal Background Check can include both arrests and convictions of any kind reported to them by other law enforcement agencies during their inquiry. If there is an arrest without a conviction (including dropped or dismissed charges), it will probably state as much — it will at least be inferred by the absence of a conviction record.

I'm not an expert, but an arrest for which there was never even a charge in the first place, I would not expect to appear on the record — it would reflect poorly on the law-enforcement agency reporting it (="arrested, but for no official reason on record").

This is also not limited to US citizens, its all people trying to get a B permit here.
