I have looked through the threads and seen several with similar problems, but the answer goes both ways...Any updated advice?

I have been in Switzerland 14 months (I have a US passport). I filed to renew my B permit in December, and now in March it still has not arrived. Nothing has changed (job/residence) and I have been told that the renewal is approved.

I will be traveling outside of Schengen 3 times in the next 2.5 months and I was told I need to buy a re-entry visa for 90 CHF. I am a bit annoyed, as I have filed everything on time, paid the fees, and have a pile of paperwork demonstrating this.

So, my question is do I really need this re-entry visa? I have seen here responses here ranging from just saying you are a tourist (if you are from US) to absolutely needing this visa. Anyone with experience with this?
