Non-EU B permit - change of canton and employer

Hi all,

(Yes, I searched the forum, but did not find a precise answer)

I have a question concerning the change of the canton and employer for non-EU nationals with a B permit.

As a matter of background, I am Russian (i.e. very non-EU ) working for a multinational company in Geneva with a B-permit since 2009. My permit was issued with a validity period of 2 years, and now it is renewed for another 2 years till 2013.

I was offered a job by a Swiss company in Zurich and planning to resign from my present company to take the new opportunity. In Service des Etranges et Confederes in Geneva they’ve confirmed me that I can change an employer and register the fact with them by just submitting a form with a details of the new employer and its stamp. So based on that I assume my permit is not linked to my current employer. Besides, as it is written on their website: “Les titulaires d'un permis de séjour B avec activité lucrative sont dispensés d'annoncer les changements d'employeur ou prise d'activité accessoire auprès d'un employeur suisse.” - link

However since my new employer is located in a different canton I expect some paper work in that regards .
So here are my questions:
1. Do I (or my new employer) have to apply for a new B permit in a different canton?
2. If #1 is “Yes”, does the quota apply?
3. If #1 and #2 are “Yes” – how long that would take to get an answer from the authorities, provided job's profile is very narrow and unique in a way, so it is highly unlikely to find relevantly qualified Swiss or EU person for that position?
4. How the matters with employment contract should be settled, i.e. will I have to sign before the application for the new permit or after? The case is, that the new company wants me to start ASAP, but without the clarity on permit side I am cautious with resigning my present job.

Your current contract will have a notice period. If your new company has a problem waiting then you'll just have to take the gamble of resigning and hoping it works out ok.

An update on the point with the contract - finally, I was not given the offer letter, but the contract right away, which I signed with a provisional starting date. So having that signed, I resigned from my current company.

The new employer assured me that there should not be any problem with the permit exchange for the new canton and they are now in the process of communicating it to the authorities.
