I have some tricky situation. Don't have any ideas how to do the things better.
I have permit B here in Switzerland and want to get the same permit for my partner. The problem is we did not legalize our relationship because I did not get official diverce with my first wife (and on papers I still married on her).
The question is if we get marrige certificate from other country (not Country of my residence) whether it will be valid or not for Switzerland?
I have kids from first and second wife. Country of my residence is Russia.

Sounds like your first task is to finalise your divorce. i'm sure no country would marry you and your partner if one of you is still married to someone else.

Alternatively, your partner could try to apply for a permit in Switzerland independently as a single person but that would mean she would have to find a job here.

Chances to have a job for her here is about zero -)
Yes I also think I should get diverced first. But this process already takes 1.5 years and I dont know exactly when it ends.
