I need to make a notorized copy of Identification.
Where I have to go and how much it will cost me?

Yeap, but that would be only valid in Swiss not in U.S.A.

I need to send my Swiss ID into U.S.A. after international
notorized.

What do I need to do? do I need to go to U.S. Emabassy for this?

Depending on who you're sending it to, you might be able to have your local community (i.e. Basel Stadt) notarize it at about 2chf a signature. Your community notary should meet Hague Convention requirements. This was fine for me when I had to get some stuff notarized for the IRS. However, you might have a requirement for a 'US Notary', in which case you'll have to go to the Embassy or a consulate.

IRS is the one that I have to send to, too.
Do you know nearest consulate from Basel Stadt.

The IRS will probably accept it from your community. I had to get a taxpayer number and the notarization from the community was acceptable and they issued the number.

The closest consulate is Zurich, although the embassy in Bern is only slightly further away. You'll want to make an appointment ahead of time with either.

The notaries (Notariat) in Kanton Zurich will notarize copies in English at regular cost. Probably the same where you are. No consulate needed.

But, to send U.S.A. it would be faster to get done due to oh-beautyf "Patriot Act."
Through consulate would be faster to progress, it may seem.
How much it will cost, which doesn't show at the website.
