The US and Canada each have MoUs with Switzerland which mention that US and Canadian citizens have no legal right to a settlement permit after 5 years.

The Free Movement of Persons and Goods Agreement doesn't cover settlement permits (it's not a Agreement on Free Movement and Settlement). Note that Cyprus and Malta are excluded. The 4 European Microstates (Andorra, Vatican, Monaco and San Marino are special cases and get the C after 5 years.
Agreed, I'm talking about the initial B-EU/EFTA permit issued before the settlement permit which is subject to EU law and the Swiss EU bilateral agreements, and generally valid for 5 years on issue, or issued for five years after the first year of residence.

EU law within EU/EFTA expects settlement after this initial 5 years has expired, however the EU focuses more on recognition of the EU style permit EU/EFTA wide. This has been an issue in he UK where the Directive was falsely interpreted to apply to UK issue permits only, which has now being corrected to include EU/EFTA permits whether permanent or not regardless of Member state of issue. This also led to the removal of non-EU partners/spouses of Irish nationals being issued with settlement/permanent EU Family permits on arrival as per their Irish partner/children. They also now wait at least 5 years for permanence if not Irish on arrival.

To tie up this is where the proposed citizenship law changes suggest further alignment, as EU law recognizes having a settlement permit for 5 years (5-10 years residence) as a possible precondition and path to European citizenship.

Whereas CH today permits all permit holders except G to be able to apply after 12 years habitual residence federally (or 6 between the ages of 10 and 20), this weeks parliamentary committee recommendations if enacted by Parliament next month could result in further EU and European Council on Nationality alignment, as it would mean Citizenship application entitlement after 10 years but only on foot of having a Settlement permit.

Some Member states continue to permit earlier citizenship under their local laws, depending on marriage status to a local, etc. eg France and UK after 5 years residence, CH if married to a Swiss and resident between 3 and 5 years of residence/married combined, and Ireland until recently after 3 years marriage to an Irish citizen anywhere worldwide.

It is being discussed! Read an article a few days ago about lowering the time requirements to that equal of the current C permit. But the requirements would be tighter (ie. language, integration, etc).

It was approved by the Nationalrat (10 year wait for citizenship).

Still requires approval by the Ständerat (wait for next session, maybe this summer or autumn), after which it will wait the 90 day Volksabtimmung challenge period (unlikely, since the current draft is slight bent to the right side).

It was discussed in parlament and agreed to change from 12 to 10 years. ( some wanted 8 years)

Great, still time to apply before the law comes into effect (I'm holding a carte de legitimation, which will disqualify me under the new rules).
