Non-EU, Basel, change permit from B to C: how long does the process take?

I have searched for the info for a while but could not get the answer. Hope those who had experience can help me.
I (ten years' stay in CH) submitted the renew form two months ago but have not heard anything. My current B will expire by this month, so most likely I will receive salary without holding a permit.
Is it normal it takes so long? How long was it in your case (non-EU, from B to C)?

Thank you,
Jasper
