Basic questions on Work and Residency Permit

Hi all, some more basic questions as I think I may have messed up

In applying for my residency permit I sent all my files to the Office cantonal de la population et Confédérés service Étrangers 88 Rte de Chancy. They have said they have received the files and all looks fine but don't know when the permit will be issued.

However, I haven't registered at the Town Hall yet (I'm not sure why but think that I assumed that applying at the OCP for residency satisfied this requirement)

Do I need to go to the Town Hall to register?
What happens if you don't register for residency within first 14 days?
Is it a big fine? Any idea how much?
