Non EU (indian) graduate from Liechtenstein, trying to get work in switzerland

Hello all,
Hello everyone. i just joined the forum and will be great if someone can help me. I will finish my master studies in liechtenstein by september 2012. Iam working for a company in Liechtenstein as an Intern till end of september. My company has a branch in Switzerland, and i'm in talks with the HR for getting a job in switzerland, but the HR has responded today that the swiss government has stopped giving work permits (or residence permits in St.Gallen area)for Non EU persons from this year. Due to this reason i will not be able to get the job in switzerland and would have to move back to India.

Is there any rule like this implemented from this year in switzerland. If not can you please also guide me how can i convice the HR with details. It would be of great help.
