What can they do? Introduce quotas.

Possible result? The three countries affected - particularly Italy as neighbours - will take a very dim view of this, even if the quotas are not exhausted. I imagine they will be demanding that their own governments or the EU take retaliatory action. Whether the EU can take any action that would sway public or government opinion here though is unlikely. Italy is Switzerland's second largest trade partner, however, so it's not an option to be taken lightly.

If no agreement can be found, then the nuclear option is the Guillotine Clause which would cause the revocation of all the bilateral which exist between Switzerland and the EU. Like a nuclear weapon however, neither side has much to gain by using it - just the threat is enough.
