A2 German for C permit?

I am in the process of applying for a C-permit and the migration office are telling me I need to have A2 level certified German.

I know a few people who apparently did not need this; can anyone point me to where the rules on this are documented as it seems to be inconsistent.

It is my intention to learn German but I moved from Geneva so have not yet gotten to a level where I could pass the exam.
