Depends on what you mean by sponsor. If just can he give you money for your course, then yes. If you mean does his residency status in Belgium allow you to come to Switzerland to study, then no.

You need to apply to the university you want to study at and if you meet the criteria and get accepted then you apply yourself for a student permit. As a non-EU national you will also need to apply for a Type D visa, the two things are not the same. The visa application has to be done at the Swiss embassy/consulate in your home country or the country you're living in now. This will allow you to enter Switzerland legally.

There's more about studying here:

http://www.crus.ch/information-progr...rland.html?L=2

Most Masters are taught in English, Bachelors are not; they will be in German, French or Italian, depending on the university's location. Study programmes in medicine (human medicine, dentistry, veterinary medicine) and chiropractic as well as in human movement and sports sciences are restricted to those people who have been resident in Switzerland/Lichtenstein for a minimum of 5 years.

You'll need between CHF21,000 and CHF31,000 per year to cover costs, depending on the university, its location and how well you want to live it up.

You'd have to check with the Belgian universities/migration office regarding any possible transfers from Switzerland.

Re: about visa

You'd need to check with the Swiss uni about whether a letter from your parents showing they have the funds to sponsor you is okay, or whether the money needs to be in a bank account in your own name.

Ask the universities about the exchange as I don't know anything about this. They should be able to provide some info at least to get you started.

Re: about visa [non-EU]

How do you know a document is missing? Did the college tell you that? I would have expected them to ask for any missing info rather than just rejecting the application out of hand.

Re: about visa [non-EU]

I have not got any information regarding the visa. As per the information college had provided I am telling on that basis. My father had call the embassy and they had send my letter to consulate so I am confused with this kind of things.
Does it really happens or I am unlucky ......
I got accepted from canton and had the letter of acceptance and the embassy later rejects me
Is the any possibilities to correct that to again relocate my visa to approval

Information provided would be helpful
Thank you

Re: about visa [non-EU]

The embassy has no say in this. It will be cantonal and Federal decisions. If the canton approved there may have been something the Federal side decided against. You could try contacting Bern and see if they can tell you why they've refused it, but there may be nothing you can do to change their minds.
