Is it possible to live in Geneva and work in France?

My other halfs family have moved to Geneva but find it difficult to get a job (Bulgarian, basic French), as they have a teenager going to school here, they ideally want to stay and live in Geneva while keeping their youngest daughter at the same school.

So, I'm wondering if they can work in France and live here in Geneva? Everyone usually does it the other way around of course it's cheaper that way but they don't mind, they're not here to make money. Their here to legally put their 13 year old daughter through the Swiss education system.

I doubt it because Bulgarians are still under quota restrictions for jobs in Switzerland so unless they find work or can afford not to do so then they can't be residents here. As far as I know you have to be a Swiss resident to be able to have your children in the Swiss education system. Still they could always ask the Geneva migration office if they could get work in France whether they would qualify for a G (cross border) permit.

If their French is only basic I don't know that it would be easier to find a job in France anyway. No quotas of course, but unless they're highly skilled I would think it will be almost as difficult as it is here.
