Sri Lanka / CH Dual Citizenship - Docs & certification

A friend of mine has sought my help to obtain two documents he has to
submit to the Sri Lankan Consulate in Geneva, in order to apply for Sri Lankan dual-citizen, which regulations were amended recently, for this purpose.

1. Certified copy of CH Passport. He approached the Kanton Police in Zuerich and was told that he better get it done by an Attorney. The Consulate (s.lanka) says they only accept such Certification done by State Authorities.

2.CH Citizenship Certificate. The Consulate accepts only ones issued by the Cantonal Civil Status Office, containing a serial Number. Could some one say as to where this is in Zurich please? I could not find it even in A-Z - www.Ch.Ch

Further the above Certifications have to be counter-signed by the State
Chancellery, for acceptance. The 4 Certifications cost Chf.25.00 each?
This Dept. can be located with ease Canton-wise.

Attroney? They said most likely Notar. Which is indeed the place to get a certified copy. Cost CHF 20 in Canton of Zurich.

The Apostille form the Staatssekretariat will prove the two following things:
That the Copy is indeed the copy of a Swiss Passport and that the Notars certification is genuine.

Thanks for the feedback. The Consulate states that they accept ONLY
documents Certified by CH State Authorities, the sample of the Official Seal/Stamp used is already with them for verification. The use of a Notary
services failed.

or b) the copy notarized by an official Notar of the Kanton Zurich plus the Apostille/‹berbeglaubigung by the Staatskanzlei?

PS: I think you must go the way of ‹berbeglaubigung instead of Apsotille as Sri Lanka is not part of the Hague Apostille Convention. https://en.wikipedia.org/wiki/Apostille_Convention

It was from a Notary in Bern, but not Legalized by the State Chancellery. Your
PS gives the reason !

This time go through an official Notar in Canton of Zurich.

Then get the ‹berbeglaubigung from the Canton of Zurich Staatssekretariat.

Additionaly, you may ask the Staatssekretariat about making a certified copy. But I am sure they will point you back to a Notar, which is by law http://www.zh.ch/internet/de/rechtli...Open&Ordnr=242 the entity to make and certify copies in the canton of Zurich.

Important: Specifically request that the ‹berbeglaubigung covers the passport AND additionally the stamp of the notary.

Note: If you use a Notar in Canton X then only the Staatssekretariat of Canton X can issue the corresponding legal ‹berbeglaubigung which covers the notary's stamp.

Edit: To play super save. Look in item 9 of the passport in question. Get it all done (Certified copy by Notar, ‹berbeglaubigung of Passport and notary stamp) in the Canton where the passport was originaly issued.
