I'll briefly describe my situation.

I currently stay in Vaud (French speaking) with student permit, and I found a permanent job in the German speaking region and the company has recently successfully applied a permit for me from the authority. I asked them the type of the permit, they said it "will be" B.

Now it is mid-September, but my entry date to the company would be in December. The company told me I would need to fill in a form to get the actual permit when I move out of Vaud and move into the new Canton.

I will do it (move to that Canton and fill in the application form) in late November. We all know that there is certain amount of quota for B permits issued in a year and it usually run out in November. Here comes my questions:

My company successfully applied a permit for me in September, does it mean that the B permit has already belonged to me? Or, is it only fully assured at the time when I move into the Canton and fill in the form?

In short, is a B permit assigned to a person at the moment when the authority confirms with the company to issue the permit, or when you start your work? In the extreme case, you may find a job in January and the authority confirms with the company to issue the permit but you actually start it in December.

I hope you understand my concerns. I will move in late-November. If the former is true, then I am relaxed, because moving into the Canton and filling in a form is simply considered as a process for obtaining the physical permit card. If the latter is the case, I am worrying that I finally receive a L because B permits are perhaps out of quota at the time I start. Maybe I worried too much??

I'm no expert, but as I understand it the Permit is applied for by the company and approved before your job starts. So you arrive, get stuff sorted, pop down to the local Gemeinde office and pick up the permit, with payment of fees and signing of a couple of forms.

If not approved, of course, the job won't happen, but you would be warned well in advance of your moving date. If they've already confirmed that it's been approved you have nothing to worry about.

I just know that when you finde a job. U go with job contract, passport, passport photo and rental agreement to kreis buro and u applay for permit. Thats what i was told in Kreis buro. They didnt say anything that ur employer needs to do it. As i know you need to do it.

I'm assuming that you are a non-EU citizen. For 2015 there are 2'500 B permits for non-EU citizens, 1/2 are assigned to the cantons and 1/2 remain with the Bund. If the canton doesn't have a B permit available, then it goes to the Bund for one. This NZZ article mentions that the Bund supplied 60% of B permits for Ct. Zurich and 80% for Ct. Basel-Stadt in 2014:

This Swiss government document says that approx. 50% of the L and B permits for non-EU citizens have been consumed at end of June 2015, p. 13:

It's for EU25 not only EU17!
