Changing Universities - Student Res Permit Process

If the current university I'm attending does not meet my expectations, and I want to attend another university in another city and canton, what happens to my current res permit in the process?

I have already applied for my res permit and waiting to go and sign paper work and do finger prints in my current canton. If I withdrawal from the current university, what happens next?

Will I still be able to receive my permit? Should I still be expecting something in the mail from the office of migration notifying me what is to be done next to obtain my res permit?

This webpage from Ct. Fribourg says the following:
Permit L: canton change not allowed.
Permit B: canton change allowed with approval.
Permit C: canton change allowed.

Thanks for the speedy response!

My issue is not so much if I can or can't; it's the fact that I don't yet have the permit physically in my possession. All I have is the declaration. Will the procedures for a res permit still continue, even if I have already withdrawn from the university?

I would assume you would need to make a new application to the other university to be accepted and then you'd have to apply for a new permit. Best to ask the migration office though.
