Non-EU, work permit (B) and contract expires soon..

Dear all EF fellows,

I know my situation will sound similar to the other threads about unemployment benefits and permit extension, but couldn't find reliable/solid answer to the end.

I am a recent graduate from ETH (non-EU), and paid all the necessary taxes for more than five years now. My contract and B permit expires by the end of March 2016 . I already did a registration with RAV followed by an appointment with RAV consultant. Then at the beginning of this month I applied for the renewal of my VISA via Kreisbüro. Recently I received a letter from Immigration office asking for more documents for Job seeker visa.
1. Confirmation/certificate of my degree (Which I have)
2. a) 21000 chf in my Swiss bank account
OR
b) A signed letter from any person holding Swiss passport/C-ermit/B-permit as a guarantee for CHF 21000 for sponsorship (which will not happen)

I went through almost each and every thread from 2009-2015 with no concrete conclusion. RAV people were not so clear about the idea of renewing my visa from their side.

My questions are:
1) Anyone here or your friends went through similar situation and received visa extension through RAV?
2) RAV checked all my documents (So I am eligible for unemployment benefits), but were not sure again if I will get these benefits on new Job Seeker visa (Probably L). Any cases who got these benefits on job seeker visa?
3) If unemployment benefits depends on VISA and VISA depends on 21000 chf in my account, is there any solution for this complicated equation?

P.S. My feet is already on "Job search" throttle, had two interviews but waiting for their feedback.

A non-EU citizen who graduates from a Swiss university such as ETH with at least a Masters degree is eligible for a six-month L permit to search for work in Switzerland. Additional conditions for this special L permit include: 1) adequate financial resources and 2) suitable housing. This special L permit is not extendable. More details in this pdf (German):

Generally, a university graduate is eligible for RAV unemployment compensation, even if s/he has not paid into the ALV, for up to 90 days after graduating. The amount of unemployment compensation depends on the age of the applicant. Details are at this link (German):

Opinion: To obtain the special L permit, adequate financial resources must be demonstrated. Reliance on RAV unemployment compensation may disqualify an applicant from eligibility for a job seeker's L permit.

I'd say priority is 1) visa and 2) unemployment benefits. If you don't have 21k in your account or no one to guarantee you that money, 2) will not be an option at any rate as without some sort of permit, you won't get any unemployment money no matter what.

Do you have that kind of money or someone who will guarantee it?
