Non-EU Student permit years limit?

Does anybody know about the limit of the years you can be on a B student permit?
one of my friends is a first year PhD student and her student B permit request is rejected after being student here for 7 years (BS and MS).

Shouldn't she be able to get a "normal" B permit now that she's employed?

please see this from ETH Zurich doctoral students welcome center:

"The entire period of studies in Switzerland may not exceed 8 years. This period includes the time spent on a degree (Bachelor’s and Master’s), doctorate and post-doctorate."

I wonder if the request for a change of employment wasn't put in properly. From brucef's link:

"The request for the work permit or for a change of job is submitted by the employer (Human Resources, ETH Zurich).

Permission to take up the post is sent to the future employee in writing.
He or she may not commence work until after receiving confirmation from the authorities."

If the request for a permit to work as a PhD wasn't applied for then the permit would probably be refused as she's no longer a student as such?

Thanks for your response. For non-EU citizens, the PhD permit is not a real work permit, but a student permit with a special authorization for working (Formation+activité). This is the same even for PostDoc.
My friend has done 4 years BS+2 years MS and 1 year PhD (7 years total). For the renewal of the 2nd year permit of her PhD, The Canton has refused the permit, this is annoying because if there was such a role, why they have let her to start the PhD when they know it will take 4 years to finish?

Maybe that's why it's been refused. If they didn't realise last time around when she changed to PhD that it would take 4 years then I guess they shouldn't have renewed it as it exceeds the 8 year limit.

Hello! Did your friend solve this problem? I am going to start my PhD in UZH but I already spend almost 4yrs in ETH as Master student. I am concerning about the probability of finish PhD in exactly 4yrs. Thank you.
