When I went to the civil defence signup session the interviewer said "We're more or less full up for recruits, you're a bit older than most of them, and you earn well enough. I will write refused because of fluency if you wish." Things may have changed.
Well, back in 2000 my Italian was crap, and they wanted me to do civil defense courses (language level was NOT an issue)!

Fortunately, my employer said that I was too important to waste time doing courses!

Re: Swiss Passports for my kids

The mere fact of having minor children who are Swiss does not entitle the non-Swiss parent to reside in Switzerland.

One such case was described fairly recently, (I think in the Beobachter, though I can't seem to find it now) in which one parent was Swiss (therefore the children were, too, automatically at birth) and the other parent was not. After the parents got divorced, the non-Swiss parent's permit was not renewed - even though the children resided in Switzerland with this parent.

I personally know of a very worrying case in which the non-Swiss parent of Swiss children was almost sent out of Switzerland (but for the competent intervention of a lawyer with very good argumentation).

Depending on any other nationality of the children, and on the laws or circumstances in any other "home" country they may have, or any new country to which the children may apply, it may even be impossible for the children to leave Switzerland.

Yes, it happens.
No, having Swiss children is not a loophole entitling non-Swiss parents to reside in Switzerland - not even if the non-Swiss parent is the primary caregiver, or the primary financial provider.
