In reading the text you posted, it seems clear what is happening: for whatever reason the Embassy in Delhi has not passed on the information to the city or canton of Bern. Therefore no visa is even being processed yet.

You must contact them (Delhi) and ask why the information has not been sent to Bern - and what other documentation you need to provide in order to get things moving.

The email contact for them is in the post right above yours.

I know you're a bit panicked but you need to take things step by step, and follow up with the proper authorities as suggested. We can't contact the Embassy for you. We don't know why the authorities in Delhi are holding the paperwork.

I contacted the embassy of Switzerland two days before. They informed that my documents are forwarded to the competent authority in the Switzerland. What should I understand from this?

No one here can help you resolve this. Best to do what they tell you to do - send this to the Delhi embassy, call them and discuss with them. They already give you an explanation as to why it was possibly not processed properly - i.e. something wrong on the application form, specifically lack of clarity around where you want to live. Maybe there's another mistake somewhere - this is bureaucracy, sometimes a minor issue or missing box can halt a whole process... Granted, in such cases, they should call you to resolve it, but well, clearly that hasn't happened.

Just call them to sort it out. And as they say, best to also call the university.

Call them and tell them that Bern hasn't received the application and get them to check that it has actually been sent. Sometimes these things get inadvertently filed.

This is the details that what information received from different authorities in regard of my visa application.

On 22 February, I mailed to the embassy of Switzerland in India to inquire about the status of my student visa application.

The Embassy replied me that,

Kindly be noted, that the visa application is pending with the concerned cantonal office in Switzerland for the decision.
They replied on 22/February.


On 27.02.2017 I mailed to the Migration office at Bern, regarding the same.

They replied that,

Unforzunately we didnít get any information until today. Please contact the Swiss Embassy, where you made the visa-application.


Further I contacted the embassy again on 28.02.2017, they replied that

Kindly be informed, that the application is still pending with the concerned cantonal authority in Switzerland. The Embassy of Switzerland is not the competent authority for taking decision on long term applications and therefore has to forward all such applications to Switzerland for the authorization. Hence we are unable to comment anything on the delay in the decision from Switzerland.



On 02.03.2017 I mailed to the Canton of Bern about my status of visa application. They replied that

If you plan to live near Bern in a village, the Canton of Bern (we) are responsible.
As I see in the electronic system of the government, the file is still pending in New Delhi.
In that case please get in touch with the Swiss embassy and ask, why they didnít send it to us. Probably because it is not clear if you gonna live in the City or next to.

Please also get in touch with the university here, that you can explain your concerns about al late beginning in the program.
As soon as we get the documents, we will get in touch with you or send the entrance clearance to the embassy that you can get your visa.


These are the reverts that I frequently receiving from the authorities. There's no Idea for me. I do not think they are holding my documents at embassy and there is error in the application form or insufficient documents in regard to my financial matters. Because I am going to this university with Government of India Scholarship.

I made all the tuition fees at university and got the confirmation of enrollment and I am attached all the documents according to the checklists.

In this case your application is not processed by the Canton of Bern but by the City of Bern. The Migration office of the Canton of Bern already told you so:

I contacted the embassy of Switzerland in India today. They told me that the Canton made a decision on my visa application and the embassy will inform you by post and they cannot disclose the decision. In normal case, will the embassy inform only by post? Not by E-mail? Do anybody have any idea is it approved or not?

Mate, I know curiosity can kill, but you need to be patient here.

As the Embassy Official said, you will receive the response by Post only. They do not reveal the application status over the phone and that is very usual.

They do, I had to get reeeeeally close to my screen, but if I saw it correctly, I think it says OP doesn't fulfil the criteria for sufficient financial means.

Sorry to hear OP, though that one aspect is quite fundamental. I hope you'll find an alternative option to study somewhere else soon.

So you need between 18,000 and 26,400 per year in a bank account which needs to be in a bank that has a Swiss branch.

I've removed the attachments because it appeared you left your full personal details visible. If you want to re-post with your personal details redacted, you can do that. A clearer image might help us to read the letter and help you.

From what I've seen, most of these letters from the authorities have some sort of appeal process. It's generally not a very long timeframe - maybe a week or two - in which you can appeal or provide additional documentation.

I go to University of Bern with National Overseas Scholarship of Government of India. All the expenses will be funded by the government of India. Another reason they say that

Well is that funding in line with what is required? I assume not otherwise that surely wouldn't have been the reason for rejection.

Forget appealing, costs money, takes forever, and the outcome is usually the same.

Resubmission - well you can try, but certainly not with the exact same details, otherwise they will simply reject again.

Read them while there where still up:

The first pages was mostly under what conditions you can get a visa. The second page was about what was missing and not so good with your application.

They pointed out three shortcomings:

1) No proof of sufficient funds (Not sure the exact amount but AFAIKR it was CHF 1300/month or what ever) You will need to show the necessary fund for your stay with a bank which has a branch in Switzerland (at least that is common procedure in Canton Zurich) and/or scholarship funds and commitments that actually mean something legally (notarized, apostilled etc.).

2) No proof of a suitable apartment. Although you stated where you intent to live you did not present an actual rental contract or any other paper which would show that you actually are allowed to live and welcome at the mentioned place.

3) This one is the tricky part. They mentioned that you already have a Master degree and you worked for some times. If I am not mistaken you applied for a Bachelor program. They said as you already have a solid first education you have less priority than someone which does not have any degree at all.

Please advise me. What should I do right now? The government of India doesn't release the money until the visa application to be confirmed. Should I reapply again? How to avoid these three problems mentioned above in order to get the visa? Can you please give me step by step guidance?

If that's the case then he's also applied for the wrong course (Bachelors instead of Masters) and I would assume there would be language problems as well as most Bachelors are taught in a Swiss language.

1 and 2 may be easy to sort out: 1) a letter from the Indian government confirming what funds they're providing and how it will be released to you might be enough and 2) definitely rent a place so you have a rental contract to provide with your application (though obviously if you can't take up the course you would likely lose any rental deposit).

3) though is pretty much down to the authorities to decide and not much you can do to change their minds. They see you have a successful career and can't see any reason why you need further education over someone who doesn't yet have a degree. So appealing or reapplying may simply be a waste of time and money unless you can come up with a REALLY good reason why doing this course would further your current career. If you can't, then sorry, but forget it. Appealing or reapplying are unlikely to be successful.
