I am in a similar situation. Currently on dependent B permit (Non-EU, family reunion) and want to get primary B permit.

In my experience, it is impossible. I was in the same situation, was on my own permit B but then switched to my wife's permit under family regroupement.
After discussing with the relevant authorities for a year, it was made clear there is absolutely no way they will give an independent permit to someone who is eligible to get one through family regroupement.
This makes complete sense in their eyes since why would they use two of their permit quota when then have the option to use one.
