Renewals subject to quotas?

I am always confused about this, but are renewals of L and B permis subject to quotas? ie. if one currently holds a permis, tries to renew during a time where the quota for the quarter/year is used up, will their permis get renewed?

mainly hypothetical, but just wondering

In case of open-ended contracts: no

Interesting question. According to the Zurich Migration Office, renewals of L and B permits do not fall under the annual quotas. However, the change from an L to a B permit does. From para. 4.1 at p. 18:

"Nur die erstmalige Bewilligung wird den Höchstzahlen angerechnet, nicht dagegen die Verlängerung der Aufenthaltsbewilligung (B). Auch die Kurzaufenthaltsbewilligung (L) kann ohne Anrechnung an die Höchstzahlen verlängert werden. Der Wechsel von der Kurzaufenthaltsbewilligung (L) auf eine Aufenthaltsbewilligung (B) unterliegt jedoch der Kontingentierung."

Interesting to know, I'll have to hunt on the Canton de Geneve website (that is stuck in 1995)

In the german document does it state what is considered a renewal or not? ie. if one moves between employers vs. just between contracts with same employer.

That is more relevant to myself as I am looking to transition from my current position at the university to one in industry in the next two years.

A renewal is just that, to renew the permit you got through your current employment so not subject to quotas. As a non-EU if you want to change jobs, unless your B permit is an open one, then any new employer will have to make their case for hiring you same as your current employer did.
