Resident permit non EU

I will start my PhD at a university in Geneva (no work contract but on tax free grant) but I will be living in Lausanne since all my first year courses are at EPFL. I have found an accommodation in Lausanne and hence I am wondering whether I should apply for resident permit in canton of Vaud or in canton of Geneva. I read some of the previous threads about this but couldn't find a definitive answer.

Any thoughts on pros and cons of applying in Vaud as opposed to applying in Geneve (if at all it is allowed)?

Thank you.
