Because your permit (work and residency) as a non EU is linked to the Kanton that issued it. You need approval if you want to live in another Kanton than the one where you work.

It is already rather difficult to get a permit as a non EU and there are some restrictions, as mentioned earlier in several posts

What roegner said. Your employer has to apply for the permit and they are based in Basel, the employment contract you signed comes from their Basel HR office - hence Basel has to decide whether or not to grant you a permit.

Non-EUs can't just live and work here freely as EU nationals do. There are restrictions and where you live is just one of many as is whether your wife can work without prior authorisation or not.

If this is an inter-company transfer and they have an office in Zurich see if it's possible to have the employment contract issued from there - then Zurich would be the one responsible for saying yay or nay.
