Non-EU L permit - can spouse get part-time work?

My spouse and I are both non-EU citizens. My spouse has an L work permit (second one), and I have an L resident permit sans activite'. I received an offer for part-time work from a company as a ski instructor. Canton Vaud sent a letter to the employer stating that they would have to guarantee full-time employment for me to grant the permit. The ski school cannot guarantee full-time work since work is dependent on client bookings.

Forgive me if I missed a related thread in the forum.

Questions:
Is full-time work required to get a non-EU spouse L work permit?
Does the company (ski school) need to prove that they cannot fill the position with Swiss or EU candidates?

Thank you so much for your help! It is frustrating to be qualified and have offers but not be able to work.

Non-EU dependent L permit holders can only work subject to authorisation by the Swiss authorities. From the Foreign Nationals Act:

"Family members of a holder of a short-term residence permit (Article 26 OASA) do not enjoy the right to exercise a lucrative activity. The exercise of a lucrative activity is subject to authorization. Upon admission, a request from the employer respecting the remuneration and working conditions in use in the locality and branch must have been submitted. In addition, members of the family of a holder of a short-stay permit (Article 26 OASA) must have professional qualifications (personal qualifications, Article 23 LEtr)."

If the cantonal authorities want full employment then that's what's needed.
