Retirement Visa for non EU parents requirements in practice

Dear All,

after reading so many helpful threads related to the topic in the forum, I would also like to ask some specific questions regarding to Retirement Visa for my parents and hopefully some of you have experiences or suggestions for us.

I am working in Zurich with Permit B and living with my husband, who is Swiss. Since I am the only daughter, it has been a dilemma since a time. My parents are getting older and we would like to, in long term, living close to each other. Since they are retired and have visited Switzerland a few times, they can also imagine moving to Switzerland.

I have read that there is the type of Aufenthaltsbewilligung als Rentner für non EU/EFTA Angehörige and I would like to give this a try. Each Kanton has a slightly different wording, but generally, 3 requirements are stated:

I. Older than 55 years old . (They will fulfil this one)

II. Besondere persönliche Beziehungen zur Schweiz. This is one is vague. Beside previous experiences living in Switzerland, frequent trips could also prove this point. But how often or how many times is enough? Close relative (like the child) living in Switzerland can also help but not enough, they have to have independent relationship to Switzerland. What would be possible relationships then? Does anyone have experience on this one? Or has anyone (or heard of anyone) ever succeeded with proving the close tie to Switzerland only through close relative in Switzerland?

III. Notwendige finanzielle Mittel. Only Basel Stadt gives a minimal of 39'000 CHF pro year as minimal. What about Zürich? Also, this is the minimal for one person, what would be for a couple? I can imagine that it is not simple double the amount. Besides the yearly income without working, what would be a minimal for total assets? Do we have to fulfil both or it is an "either, or" situation?

I have asked the Gemeinde these questions, and they have directed me to the Migrationsamt of the Kanton. However, before I move to the Kanton level or before I make any mistakes asking the wrong thing, I would like to ask you here, if you have such experiences to share.

I don't know about EUs. Because I'm non EU

But just for reference, for us Non-EUs, I saw a document from Kanton Zürich [Erwerblose Wohnsitznahme aus Drittstaaten] which says, 180'000 CHF income per year + 20'000 per kid, or 500'000 assets. For for mom and dad I guess 1 Mio+ CHF assets is ok, or?

A common factor the Cantons have regarding the personal connection to Switzerland is, that family members living here do not count. Several trips to Switzerland in the past, friends in Switzerland, visited events, regular activities etc. would be indicators to prove their connection. I had a successful case in which the parents visited their child almost every year, got to know its neighbors and had regular dinners with them (confirmed by them), went to events (entry tickets and brochures) and even joined a local club with no residence requirement.

The condition for sufficient financial means sounds quite perfidious, that is why I need to use apostrophs to explain it is it sounds odd: the assets (income and assets, mostly assets) should cover all expected costs for the rest of their lives. Bureaucracy likes to use the phrase "sufficient assets to guarantee that the applicants never risk to be depending on social help payments". To 'calculate' the expected 'remaining' years, the average life span of Swiss people is taken as base and the current age is deducted. Per month, a reasonable amount should be calculated, in my experience in the area of CHF 3'000 - 4'000 for an individual and CHF 4'000 - 5'000 for a couple. The costs are not doubling but decrease when living together.
