Dear all
I have only lived in Geneva under B permit for work,(validity 2 years renewable) not linked to a particular employer. I recently unofficially moved to another canton for a 3-month internship. I have kept my appartment in Geneva, sublet a room in current canton and the tenant has not declared this so I guess the local authority doesn't know that I moved in their canton. till now officially my address is still in Geneva. BTW not sure if this company will hire me or where I will find a job in CH in 3 months. lots of uncertainty
Shall I inform CSS insurance about the change of canton to pay lower premium than Geneva? , I also need to see a dermatologist here and they request a reference letter from family doctor, if my current letter dated March is not recent enough for them, I prefer to choose a new family doctor here to avoid going back to Geneva during a work day just to get a reference letter from my current family doctor.

If you still live officially in Geneva, you need to pay health insurance for Geneva.

This seems like a lot of effort and hassle for a 3-month internship. Easier to keep your insurance in Geneva. But it also depends on which insurance model you have. If you've got one that requires you to see specialists in-canton, you'll either have to move your residency (not just insurance) to the new canton, or make time to see someone in Geneva.

Actually you are now "Wochenaufenthalter" in the "other canton". Obviously not the legal way though. So I would not attact attention by confusing the CSS.

I have to the HMO/family doctor model, CSS Geneva tells me that I can see any specialist in any canton with reference letter from family doctor, but I don't want to go to see him in Geneva just for a letter and am considering change to a family doctor in current canton, if possible

I do it for years sometimes
For emergencies and accidents you can go anywhere in Switzerland anyway.
