Documents verification delay

Dear members,
I am living in Switzerland from 5 months on fiancee visa and till now my documents are not verified from my home country and cannot work since I don`t have a B-permit.
I have heard that it is compulsory to have medical insurance after 3 months of stay. I have applied that with Sanitas but they have refused because I don`t have a Anmeldung.
When I go to Civil Amt they say we cannot help you because your case is not open with us since I submitted my documents in Swiss consulate Munich at that time I was living in Germany. The visa that has been given to me is by Population Amt, my fiancee called them and they say that we cannot help you on medical insurance its not our problem.
Please help.
