Non-EU L Permit Upgrade to B Permit

Hello there,

As a non-EU permit L holder, is there any point or an argument to use in front of the authorities (after the 1st year), so the non-EU B permit can be directly issued after the 1st year (and not to wait for the 3rd year)?

I am in the middle of the renewal process for the L permit and I am wondering if the above is worth working / investing resources for...

No. They have absolutely no incentive to do so and every incentive not to because keeping you on an L permit for the second year is effortless and allows them to give one more B permit to somebody who needs it urgently (e.g. because they have reached the maximum allowed two years on an L permit).
AWA Zürich even have an official FAQ entry about this on their website:

Ist es möglich, eine Kurzaufenthaltsbewilligung (L-Bewilligung) vor Ablauf der 24 Monate in eine Aufenthaltsbewilligung (B-Bewilligung) umzuwandeln?

Nein, dies ist nicht möglich. Bevor die Umwandlung in eine Aufenthaltsbewilligung geprüft werden kann, muss das Kurzaufenthaltskontingent von 24 Monaten ausgeschöpft sein.
