To begin with, why is not a level playing field now?
Yes, it should be proved to cantonal authorities that there's no one qualified from CH or EU27......errrrr EU 26. Sometimes this situation is true, therefore hiring a 3rd country national is simple.
If someone doesn't want to do the effort of writing a letter to the cantonal authorities telling that the hiring of the 3rd country national is a must for the company to survive and thrive, it just means the CV and skills of the person are not that attractive when compared to the possible local and neighboring countries hires.
It could be a hard pill to swallow but the uneven playing field it's the CV with skills and references, not the Swiss laws.
