Non-poursuite certificate before the permit

Hello, my company has applied for the permit B but we are still waiting for the response.

Is it possible to get the non-poursuite certificate before the permit B arrives, or you need to wait for permit B and only then apply for the certificate?

To be honest, I'm not sure. It's basically a document to say you don't have any debts in Switzerland and since you're not here it's pretty clear you can't have. But whether you can apply without some sort of temp address here I don't know.
