Procedure for receiving back C permit on-hold

Would anyone share the experience what is the actual process of "receiving back" C permit, which was put on hold due to work abroad or studies? How does it actually work? And to complicate matters - in case of family re-union, if family has actually moved residency to another canton in that time: makes any difference or not? Many thanks in advance!
