I thought it was Lausanne as you need only 2 years of residency in the canton and it is big city, which in general are more accepting. If processing speed is an issue there might be better options.

For Zurich and Basel Stadt you need 2 years of residency in the commune (Just if you are wondering: Canton Basel-Stadt consists of 3 communes). In canton Jura you also need two years in the commune. The biggest commune is Delémont with shy of 13k inhabitants.

Regular permit C after 5 years is based on bilateral agreements with other countries. Nothing would change with a CHexit from the FMOP agreement with the EU.

Surely the key point is how long you have to be resident in the gemeinde before you can apply? Moving cantons would reset the clock...

I don't know which is the easiest canton to become Swiss but I can tell you that Vaud takes probably the longest time to process the naturalisation...
