Biometrics before visa?

Hi everyone,

I'm a non EU citizen who applied for family reunification with my EU wife (she already got her B-Permit last week).

I received an invitation today from Canton Geneva to attend the OCPM and give my biometrics for the permit.

The thing is I haven't got any news regarding my Visa type D application for family reunification.

Has anyone had a similar experience of receving first the appointment for biometrics and no visa?

They need the biometrics to issue the permit. You go in, have your picture (digitally) taken, sign a (digital) signature and give a (digital) thumbprint. All of these are encoded in your credit card size permit. They will mail it to you in a few days.

I would think this is good news.

Depending on the Canton the EU and non-EU permits are different.

That's my take on it too. It's part of the process and was my experience when renewing my C Permit. The only caveat is whether the D Visa is a different process from permits -- but the Swiss normally get these things right so I think the OP should be pleased.

Visa and permit process are at the same time but handled by different institution. If the family reunification is granted a permit and a visa can be issued. If it is denied neither visa nor permit will be issued. Visa is through the embassy, permit through the canton.

Are you already in the county? In that case you do not need a visa.

If you are still outside of Switzerland you can see this as a quasi confirmation that the permit was granted and a visa will be issued as well. You should get soon a letter that you have to send in the passport to get the visa stamp. If you do not get news from the embassy within a week check with them if the message got lost.

I'm worried because the appointment is next week and I'm not in Switzerland. I'll make sure I ring the embassy ASAP.

I'll cautiously celebrate tonight though

In my case, OCPM (Geneva) updated my account with the message "Nous sommes dans l'attente de la prise des données biométriques." (We are waiting for the biometric data to be taken.). I immediately contacted the consulate (I was in the US) and they confirmed that i could now get a visa. I mailed my passport that same day (on a Tuesday) and asked if they could expedite the process (it normally takes 4 -5 days). They issued the D-visa as soon as they received it (on Wednesday) and I got my passport back by Thursday.

I left for Geneva a few days later (just in time for my wedding!) and now I'm waiting for the invitation letter to go to the OCPM for my biometric data collection. I'm a little worried though because it's almost two weeks since I arrived but i haven't yet received the invitation - the embassy said i had to register my arrival within 14 days. I'll call the OCPM if I don't get anything by day end.

I figure the OP had their issue sorted out so maybe this will help someone else who has a similar problem. I am planning to detail my whole experience in another post, it wasn't easy - more so because it was during the Covid pandemic.

You have to go to your Gemeinde and register within 14 days - I guess after that you’ll be asked to go and give your biometrics!

The following is an excerpt from that post:
My wife received her B permit on 23/11. On 25/11 (the day Maradona died), she received an email from the cantonal authority, requesting me to attend an appointment to provide my biometric information for my permit on 03/12. By this time, it was 11 weeks since they received my National (type D) visa application and I hadn’t got any news about it.

At this point I had an appointment to be in Geneva the following week but I didn't have a visa to enter Switzerland. I contacted the Swiss Embassy in London right away and they told me they didn’t have any records in the system about my visa application being approved, for them it was still pending. They instructed me to contact the cantonal authorities, ask them to register their decision in the system and produce an authorization letter for me. I did so by using the cantonal authorities contact form and they responded on the following day with the authorisation letter. I called the Embassy once again and they now could see my application as approved so they booked an appointment for me on 30/11.

I went to the Swiss Embassy in London with my passport and the authorisation letter and 15 minutes later I was granted a National (type D) visa. We left for Switzerland the following afternoon. Swiss Airlines personnel found my visa a bit strange and they asked us for a marriage certificate (we had a couple) and they even questioned why we were married and had different surnames.

Is the Gemeinde the same as OCPM or is that the local government of the city where i live? Thanks for the advice

OCPM stands (in french) for Cantonal Office for Population and Migration. It is a cantonal level authority, whereas a Gemeinde is a city level authority.

How is that relevant? I don't know. But in Geneva you inform the Canton, not the City of your arrival. It might be different where you are and perhaps the Gemeinde acts as an intermediary between you and the Canton.

Edit: just re-read your post and saw you are in Geneva.

Update: I called the city and they told me the canton had already sent them my information. OCPM finally emailed me back and they were waiting for a copy of my marriage certificate (even though they hadn’t asked for it). I sent it and made an appointment for the biometrics over the phone (it’s a miracle I actually managed to get through to someone). It took roughly a week after submitting my biometric data to get the permit.

That's great grandmaestr! Even within the same Canton experiences with this process vary greatly.
