EU/EEA/CH citizens are assumed to have a right to being in the Schengen area, where as UK citizens do not. So even with a visa waiver, you need to be able to demonstrate that you are legally entitled to be there. So you need to be able to show you are a resident or a genuine tourist.

I don’t expect it will be much of an issue going be sea or crossing a land border, but airlines are a different matter.

Good luck with that! Civil liberties groups in the British Isles seen to have a big hang up with identity cards. The Irish government eventually got consensus on it by agreeing that it would only be issued to passport holders at an extra cost!

Think he meant a Swiss permit in credit card format.

FYI the British Embassy posted this today on the current travel situation;

There have been some questions around travelling to Switzerland 🇨🇭 and transit to France 🇫🇷 under the current COVID-19 regulations:
▪️ All travellers coming from the UK are only permitted entry to Switzerland if they hold a Swiss residence permit
▪️ If you only have a copy of your residence permit or proof of exemption to enter Switzerland you will have to apply for a laissez-passer issued by the Swiss Embassy in London
▪️ For travellers coming from the UK it is not currently possible to transit Geneva Airport to enter France unless you hold a residence or cross-border permit for Switzerland. A French residence permit will not allow you entry into Switzerland.
You must be able to prove that you meet these requirements with suitable documentary proof at the border.
