The ZH Gemeindeamt manage your application from start to finish: you send it to them, and they bounce it to the Gemeinde and Bund respectively, before tying it all together and sending you the "golden letter" (spoiler: it's not gold, it's actually plain, unsigned and very anti-climactic ).
Our Golden Letter didn’t actually say we had succeeded, it was simply an invitation to a swearing in ceremony. We were told to bring the letter and our permits. We never received anything saying we had done it.

Do people normally get a written invitation to a 'swearing in ceremony' to just... watch?

No, not normally but TIS!

We double checked with the commune and they confirmed we had been successful.

I would have expected the letter to have something like Congratulating you did IT! Yah! But no. TIS

Re: Swiss Citizenship: How do you actually apply?

The OP is in Zürich, there is no swearing in ceremony to my knowledge.

In Kt. ZH, the letter simply starts with something like "We are pleased to inform you that are no entered in the Swiss citizen register, and your application process is now completed". It then proceeds to explain what you do next (ie how to get a a passport, ID, etc).

Ah, so all the Zürichers that have been through the process aren’t really Swiss, because they haven’t “Promised” (Je le promets.)
