Lost permit C, delay to get return visa?

I'm a non-EU permit C holder. I came to Turkey for a short visit and unfortunately I lost my wallet. One of the items that was in my wallet was my permit C. Fortunately I have my passport and I have my credit cards in my Phone.


Since to enter the Schengen zone I need a visa, I cannot just use my passport to get back home in Vaud. So I have asked the Swiss consulate in Istanbul for a return visa. I sent the request and all needed documents last Wednesday but until now I have not received anything. They have not been able to give me any estimate how long it would take to get the visa.



So now I'm in a hotel near the consulate, renewing my room reservation day by day waiting for the visa as I have no way to know how long it would take!


Has anyone been in this situation? Do you know how long typically it would take to get a return visa? The visa section of the consulate generally does not answer the phones (even within the 1 hour phone slot per day!) and they have not answered my emails.

Thanks for the link. I tried to search before asking but somehow didn't see this post.


So the process took 2 weeks in his case? It is not clear how many days the actual visa process took but overall it is not very promising. Tomorrow it will be one week since I handed in my documents. I'm already so frustrated. I can only imagine how I'd feel I have to wait another week!!

Hi Alefsin,

I haven't seen this thread. I'm putting the same PM I've sent to you to here, also for the others that may face with the same problem.

It took 2 weeks for my case just because I can't contact them via phone and lost a lot of time waiting them to reply my emails ("can a friend hand over the documents on behalf of me, could you please provide me an IBAN because post office does not accept money as a cargo", etc.)

I recommend you to
  • look for the documents required for Type-D visa (2 biometric photos, application form, passport and 80CHF or 800TRY if I'm not mistaken)
  • send Istanbul Consulate an email with the subject "special necessity - Type D visa required".
  • Then go there by person (they told me that they don't look for an appointment for the Type-D visa) and hand over the documents & money by hand or ask a friend to do it on your behalf

Otherwise you lose too much time in post, plus the post offices does not handle "money" as cargo and the Consulate does not provide an IBAN.

After you hand over the documents, it shouldn't take more than 2-3 days. But with post, you may lost the whole week.

I live in Ticino. After I handed over my documents, I called the migration office. They were super helpful and gave my approval literally in 1 day to the Consulate.

Since this info might be useful for the others, I basically repeat what I mentioned in our PM.


Initially I tried to call the consulate in their 1 hour per day phone calls' time slot. According to my phone logs, I tried ~83 times but they were either busy or when connected, didn't take the call!


So I traveled from Antalya to Istanbul and handed in all the documents they needed (passport, photos, copy of permit, police report + translation) + 800 Turkish lira for processing fee, early morning on Wednesday 06.10. They didn't tell me how long the process would take. They only told me that they will call me when it is ready.


Since then they have not answered any of my emails and they don't pick up the phone. Today, 12.10 I sent them another email and also sent an email to the migration office of canton Vaud asking for help and feedback.


So far it has been a frustrating process mostly because of lack of feedback. Let's see if they or Vaud will answer today or tomorrow.

The consulate doesn't decide anything in such cases, all they do is ask your stated canton's migration office if they should issue a return visa to such and such a person. As soon as they get a reply they'll print your visa.

I was in this situation in 2017 (B permit lost abroad) and the cantonal approval was given the next day after I applied (and I got the visa on the same day), but my canton is Zurich and they're very efficient. I could reach them by phone and they confirmed that they usually approve such requests from Swiss consulates abroad within a couple of hours. But it's my understanding that the immigration offices in the French-speaking cantons are much less efficient.

I believe that your best bet is to try and get a hold of someone at the Vaud immigration office by phone, all it takes for them to approve your visa is literally clicking one button. Calling the consulate won't help things, they're simply forwarding papers between you and service de la population in VD.

I scanned all such documents (driving licence, passport etc) and upload them to the cloud. I can download them anywhere in the world.

Quite how valid they would be, I don’t know as I have never had to try…

@AbFab I'm with you on that. I have scanned copies of these documents but I don't think the airline or even the border control would accept these electronic copies. It is rather stupid that we still need these papers and cards in hand while all this information is already in the electronic form.

I know it's not the proper, official way, but might it help to ask your employer whether they perhaps have a copy of your permit on record, or asking the municipality (in Switzerland) where you live, the same?

Oh, I do have a copy of my permit. I have already sent it to the embassy as well as the cantonal authorities. I don't think this is an issue about finding my information that delays them. As what is the source of the delay, however, I have no idea

Update:
I called canton Vaud today and they told me that they have indeed answered the request for my visa last week! With that information in hand, I immediately went to the embassy and guess what, the visa was already issued!


It turns out they had issued the visa last week on Friday, i.e. 2 days after I made the request and handed them the documents. They only didn't bother to contact me that the visa is ready (even though they had asked me for my phone number and email address). Nor they did answer any of my emails asking about the progress of the case!!



So I jumped on the first flight to Geneva this afternoon and I was home by night!
