My feeling is that the answer is yes (and of course I could look it up) but I’m sure one of our knowledgeable forum members will know the answer.
I don't know the rules now, this was ages ago, but a cousin of my husband was ruled out of traditional military due to partial blindness. He was still able to do civil service and didn't have to pay the fee. For obvious reasons they didn't want him handling weapons, but he was perfectly competent to do desk work, set up barriers for crowd control etc.

Certainly an interesting question. Wiull try and find out more detail from people in the know when I get a chance.

I imagine (and I could be wrong!) that some cases are clear-cut- people have a known and officially registered disability, etc, and they will be exempt if clearly over the 40%. Other cases will be borderline and will probably have to attend assessment by military doctor, with medical dossier and info from treating medics. Same for unusual cases (as for my GS, very severe life threatening allergy- but fit and strong). My understanding is that if they have genuine medical reasons for not serving in military, but fit for civil service, they won't pay tax.

If people choose not to serve, then they will pay.

To be confirmed.
