Girlfriend moving over (UK)

I have trawled through quite a few of the threads but I'm still unclear on the policy on this one.

I am British and have had a B permit for over a year now. When I first came over, I was on a temporary contract but am now permanent. Having done the long distance relationship thing for too long, my girlfriend, also British, wants to move over. She has an interview lined up but of course nothing is certain. From what I have read so far, when she arrives she will not be eligible for a B permit unless she finds work and will only be able to stay for an initial period of 3 months. If she wants to stay longer, she needs to ask for a 3 month extension. If she still has not found work by this point, she will need to return to the UK-have I got this right?

I have heard elsewhere that quotas for EU-B permits will be lifted in May 2007. Will this have any affect on her situation?

In practical terms how does this work. Do I need to register her arrival at the relevant office? As we will head back to the Uk about once a month, is there any point in doing this because as soon as I register her the 3 month clock starts ticking?
