i understand that you cannot apply for several schengen visas in several countries at the same time. only one application to a schengen state and the result carries for all schengen states. i think that is one of the main ideas behind schengen in that it distributes and reduces the burden of applications across the schengen states.
[if your application fails, then all other schengen states are aware of the failure so you will have to work really hard else where to be successful!]
OP: you could try approaching the visa people in CH where you application for a residency permit is on going. tell them what you want and they may issue you a schengen visa based on your wife's permit.
