Working as an independent ski instructor

Not sure if this belongs in permits or elsewhere - please move it if necessary!

Not for me but a friend. Said friend is a UK citizen living in the UK and is qualified to ISIA level through BASI. He's interested in running some occasional group ski trips to Switzerland with a package of ski lessons included with him as the instructor and was wondering about the permit situation and, more importantly, about mutual recognition of qualifications. I know it's perfectly viable to work for an established ski school here with ISIA from any awarding authority but what about working independently? The BASI web site suggests you can't work independently without the Swiss level 3 qualification, but I can't find anything in any searches to corroborate this and don't know where BASI found the info. From the point of view of work permits, I'd have thought it would be covered by the EU/EFTA 90-day rule?

And a different hypothetical scenario - what if a foreigner (EU/EFTA) wanted to set up a ski school? I know there are several "British" ski schools down in the Valais but have no idea how they went about it. Is it like any other business?

I'd be grateful if anyone has any more info that I can pass on.
