PACS/Permit for American

Hello,

We are in need of help/advice.

I moved here with my EU boyfriend (I'm American) 2 years ago. We tried to get a permit based on the fact that we don't believe in Marriage. The town of which we live (Neuchâtel) accepted us based on this fact, but we had to get approval from Bern. We waited 1 year for this answer, we finally got a NO and we appealed and were given the answer right away because we didn't pay the bill on time (were visiting a sick family member) and we got a final NO from Bern and a deadline to leave Switzerland in 3 weeks for 3 months (since I'm basically classified as a tourist).

Questions we have.
1. Does anyone know what options we have, such as PACS, or getting a permit based on financials or buying into a business/investor?
2. If we were to get married, is it better to do it in America or Switzerland or does it matter?

What are the best options, I know the easiest is getting married, but it's just not what we want, but we want to stay in Switzerland. There has got to be a loop hole somewhere for people who don't believe in marriage, but want to be together for life. Please help, anything would be appreciated.

Also if you know of any good lawyers, we've ran into a lot of horrible ones!

Go to Pink Cross, expelling a couple just for a bill paid late due to travelling is a case for the specialists.
Appeal rejected right away without hearings sounds also a case for law-specialists.
