Before you get too excited, you should note that this will only allow you to stay in the country to seek an employment position, it does not say that you will actually get a work permit!!!
From what I have heard from our HR people, it still means that if an employer wishes to hire you he will still have to show that there is no EU or Swiss graduate available to take the position. In other words CH and EU graduates still get preference.
