My understanding is that all you need is a vaccination certificate. It could be I'm mistaken though.

If you want a cat, and don't mind with race, ask in your local vet, usually they have contacts of people with small cats for free

I don't really know how the shelters here operate. However, I do know that a friend of mine adopted two cats from a shelter. They had this 2 for the price of one promotion?
One was ill (sneezing) and had to be taken to the vet immediately. The other one wouldn't stop meowing. His neighbors started complaining, so he had to take them back. The shelter agreed upon taking them back, but didn't give him a refund. That's one expensive joke if you ask me.

So wherever you get your cat, make sure he/she is healthy. Especially with the prices for vets here in Switzerland, you can save yourself a lot of money. (Kittens should be active and playful, not hiding away somewhere. Eyes should be clear. Clean nose/ears/butt. No bald spots on fur.)

I'd rather pay a bit more for a kitten that got all its vaccinations and is socialized right (meaning they have to grow up in a homely environment and stay with their mommy for at least the first 12 weeks!) than a kitty that was free, but has some nasty disease or develops some behavioral issues once it grows up.

Just my two cents...

(And yeah I know that there are lots of hereditary diseases to be found in pedigree cats as well. That's why it's important to look for a reputable breeder that understands the importance of testing. This is what makes pedigree cats/kittens so expensive. So if a "breeder" is selling pedigree look-a-like kittens half-price, without an actual pedigree or tested parents, you are NOT getting a good deal!!!)
