Great News!!! The system works! Lulu had taken a walk to Langnau from Gattikon where she was picked-up by a worker who took her on his rounds (and took pics of her with all his colleagues). He took her to the vets after work where they read her chip and allerted the STMZ and I was then called.
She was hanging out in Rafz having her picture taken even more when I picked her up. I think the family was sad to see her go- they even waved from their terrace and had bought her a leash.
From the time I posted the lost dog announcement and received the call from the authorities it was about 4 hours.
I would like to thank everyone for their concern for Lulu.

I'm so very, very happy to hear that Lulu was found by such nice people, that she is safely back at home, and that the system really does work.
Give the little one a big cuddle from all the melon-collies here.

A small cat visited our patio last night. It looked to be healthy but had no collar. If it comes back again tonight I would like to report it as a lost animal, but am I then supposed to bring the cat into my apartment and keep it until I get a response from someone at tierdatenbank.ch or do I just report it and let it go about its business?

When you call the Meldstelle the person you speak to can best advise as to what to do in an individual case.
Good for you for trying to help; hope the cat and owner find each other soon.

It is important that people subscribe to their neighborhood voluntarily so if a new entry is posted, they know immediately.

If you've lost your dog/cat/rat/bird.. or found a lost, wandering pet, best thing to do is to to report it on the STMZ's (Schweizerische Tiermeldezentrale) site! www.stmz.ch
They are absolutely fantastic in posting (through their site, sending out emails to memeber, and sms) lost pets so everyone in the area can keep an eye out.

Dogs and cats have microchips so that if they get lost, the person that finds them can just go to the vet and the owner can be identified. However, I am going to buy budgies and would like to know if anyone knows if a ring for the budgies leg is a legal requirement or not.

No legal requirement for a ring. But you can have your budgie microchipped. Our parrot has a microchip.

fyi microchip is not a requirement for cats, just something you can do if you want to.

I have been wondering about the following for a while:
Suppose one finds a lost animal in need of emergency medical treatment, say from an accident with a car. Obviously, the thing to do is to take the animal to the vet, but how does payment work?
Will you, as finder, have to pay upfront and hope to recoup the cost from the owner, if found?
Or will the vet perform the necessary emergency treatment, and then hope to recoup the cost from the owner, if found?
And in both cases, if the owner is found, and emergency treatment has taken place, what happens if they refuse to pay for the treatment?
Does anyone know how this works?
