This is a prime example of the stupidity of Swiss Bureaucracy. We can't replace your invalid passport - unless you lose it

I got two different reasons :
1. The passport is not invalid, and as such cannot be swapped... (queue lots of links to UK .gov sites)
2. The passport IS invalid, and as such cannot be swapped.... (queue lots of headbanging)

Does anyone know what is the consequence of missing the declaration? I know that for paying the VAT on imported goods I can call up the customs office and declare this afterwards voluntarily, but I am a bit apprehensive about making a phone call to ask about importing a puppy because then I would sound dodgy.

I am asking because I was thinking of crossing back into Switzerland from Germany with a new puppy on Sunday and the border crossing I want to use is not manned on Sunday (just trying to avoid a longer drive than necessary, given puppy's first car ride, Covid and all).
